Seol Hwa (설화 — 雪花), the Protector of the Hao Gate, one of the two great intelligence organizations in the central plains, alongside the Beggar's Union.

There was a maiden renowned for her beauty like flowers and her graceful figure akin to the moon. Men of all ages vied for her affection, presenting countless gifts in their attempts to win her heart.
One day, a messenger from Gilimseong brought her a gift—a White Fox captured from the Changbai Mountains. The fox displayed unusual loyalty to her, and the weary maiden, exhausted from human interaction, also grew fond of the fox. She named her Seol Hwa. From that day forward, the fox became her only friend, more precious to her than life itself. The maiden lived a life of giving to those around her. Likewise, she spared no expense in treating the fox, her friend, and child, with medicinal herbs and tonics that came as gifts. As time passed, the fox, once insignificant, gained intelligence and mysterious powers, transforming into a Spiritual Being. When the maiden's life came to an end, she left behind a final request. "Seol Hwa, help ensure there will never be someone like me again." With tears in her eyes, Seolhwa reluctantly nodded her head.
After bidding farewell to the maiden, Seol Hwa began working for the lowest of the low, those living in poverty. It was then that she coincidentally met Song Yoon-Cheon. Realizing the futility of revolution from above, Song Yooncheon aided Seol Hwa. Even after Song Yooncheon departed, Seol Hwa persisted. They were the maiden, servants, laborers, beggars, merchants, tavern keepers, messengers, cleaners, and orphans.
These people who earned their living day by day. Even when they raised their heads high, they couldn't see hope and had to lower their heads in resignation. Soon, people began calling them Hao Gate (Lower Dirty Gate). A thousand years passed.
